themselves, increase costs, and in this case would tend
to drive business direct to the low cost areas in China.
The survival of Hongkong would seem to epend considerably
on whether it can give services considerably cheap er

than any other port in the Far East, (and in that connection
whether it can maintain its entrepot business with and for
China).
